The EU Emissions Trading System (EU ETS) is a market-based climate policy designed to reduce greenhouse gas emissions from energy-intensive sectors.

The system places a price on carbon. This means that companies operating in regulated sectors must purchase and surrender allowances for each tonne of carbon they emit.

For businesses covered by these systems, carbon becomes a direct and variable operating cost, making emissions exposure an increasingly important consideration.

The 2026 EU ETS review and the future of European carbon markets

On 17 July 2026, the European Commission published its proposal to update the rules for the EU Emissions Trading System. A number of changes have been set out that could influence compliance obligations, carbon pricing and market dynamics in the years ahead.

While the review will now progress through the EU legislative process, it provides an early indication on the direction of EU carbon policy and the potential implications for businesses.

Introduction to the EU Carbon Border Adjustment Mechanism (EU CBAM)

The EU CBAM is a climate policy tool designed to level the playing field between EU and non-EU producers of specific carbon-intensive goods.

The EU CBAM establishes a strict compliance regime under which importers must both account for the embedded carbon emissions of goods by paying a levy equivalent to the EU ETS carbon price, and comply with robust Monitoring, Reporting and Verification (MRV) requirements.

In 2026, CBAM entered its definitive phase. Importers must purchase CBAM certificates linked to the EU carbon market, directly exposing them to carbon price volatility and creating a new layer of cost, risk, and compliance complexity that requires active management.

Benedict Gee is a carbon markets professional at Redshaw Advisors, specialising in CBAM, compliance carbon markets and financial risk management. He works with organisations to understand their carbon cost exposure and develop practical strategies around procurement, hedging and market risk, drawing on experience gained across both carbon markets and corporate decarbonisation. Prior to joining Redshaw Advisors, Benedict worked at the Carbon Trust, where he supported businesses with science based targets, Net Zero strategy and wider decarbonisation programmes. He also holds an MSc in Sustainable Resources: Economics, Policy and Transitions from University College London.
