The European Parliament has set out a timetable that would enable post-2020 EU ETS reforms to be agreed by the end of next year.
The indicative schedule, sent by email from a Parliament spokesman on Tuesday, would mean the legislature’s environment committee (ENVI) will be working on changes to the bill throughout the first half of 2016, culminating in a September vote.
This could then tee-up a fast-track trilogue procedure with the European Commission and Council of member states to thrash out a final compromise ahead of a plenary vote by the full Parliament in November.
The trilogue process was used with the MSR reforms earlier this year, and resulted in a first reading agreement that passed into law earlier this month.
A similar pace for the post-2020 ETS reforms would result in a published law in early 2017.
A majority of the Parliament and the Council of member states must agree for the bill to be made law. Environment ministers in the Council are due to hold a webstreamed orientation debate at 0800 GMT on Monday Oct. 26.

2. Consideration of draft report in ENVI: Apr. 18-19, 2016
3. Deadline for amendments: Apr. 26, 2016
4. Consideration of amendments in Committee: June 15-16, 2016
5. Vote in ENVI: Sep. 29, 2016
6. Vote in plenary (to be confirmed – indicative November 2016)
